That's because there weren't any issues with the border back then. If CBP One had been in place at the time and they had to wait a year in Mexico without any money left, they would have done the same thing - crossed through a hole in the fence.

Just an FYI: Countries don't share criminal records with each other. There's no way for the U.S. to check the records of the countries these individuals came from (unless they're in INTERPOL).
