Manpower is the problem.  The illegals living quietly aren't a big problem, and
will probably self-deport.  Cities, however, are hotbeds of criminal illegals. 
Going in and cleaning them out makes for good headlines and highlights the
failures of the Dem mayors - hopefully getting them voted out in the next
election.

Biggest bang for the buck... or ICE agent.

Then they'll start attacking the lower level problems.
