I have not tried the update suggestion yet but what I can tell so far with
98SE is that it seems to know what a USB port is but does not contain any
generic drivers that allow it to "just work" like more recent versions of
Windows have and, IIRC, linux always seemed to have.

So you have USB ports that 98SE sort of knows about but that you cannot
really use for anything unless you have the specific driver for your
hardware.
