No. I think they do it in order to limit their liability. ie. their DNS is an
external subcontracted service with filters. They have a blacklist against the
sort of sites you don't want to send traffic to, by the looks of it (casinos,
porn, that sort of stuff). I suppose the idea is that if somebody gets infected
with malware on that bus, or if a 14 years old tries to watch porn or whatever,
at least they get to claim they had filters they believed to be reasonably
secure.
