 Mrs. Mink of Hawaii introduced the following bill; which was referred 
                 to the Committee on Veterans' Affairs

                                 A BILL


 
To amend title 38, United States Code, to revise the effective date for 
   an award of disability compensation by the Secretary of Veterans 
   Affairs under section 1151 of such title for persons disabled by 
                treatment or vocational rehabilitation.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. EFFECTIVE DATE OF AWARDS OF DISABILITY COMPENSATION MADE BY 
              THE SECRETARY OF VETERANS AFFAIRS FOR PERSONS DISABLED BY 
              TREATMENT OR VOCATIONAL REHABILITATION.

    (a) Change in Retroactivity Rule.--Section 5110(c) of title 38, 
United States Code, is amended by striking ``if an application therefor 
is received within one year from such date''.
    (b) Effective Date.--The amendment made by subsection (a) shall 
apply with respect to any award of disability compensation by reason of 
section 1151 of title 38, United States Code, made before, on, or after 
the date of the enactment of this Act.
