 To amend title 5, United States Code, to ensure that coverage of bone 
  mass measurements is provided under the health benefits program for 
                           Federal employees.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Osteoporosis Federal Employee Health 
Benefits Standardization Act of 2001''.

SEC. 2. COVERAGE OF BONE MASS MEASUREMENTS.

    (a) In General.--Section 8902 of title 5, United States Code, is 
amended by adding at the end the following:
    ``(p)(1) A contract may not be made or a plan approved which does 
not include coverage for bone mass measurement in the case of a 
qualified individual.
    ``(2) For purposes of this subsection, the terms `bone mass 
measurement' and `qualified individual' shall each have the meaning 
given to it by section 1861(rr) of the Social Security Act, except 
that--
            ``(A) section 1861(rr)(2) of the Social Security Act shall 
        be applied by substituting `the Director of the Office of 
        Personnel Management' for `the Secretary'; and
            ``(B) standards regarding the frequency with which a 
        qualified individual shall be eligible to be provided benefits 
        for bone mass measurement under a health benefits plan under 
        this chapter shall be established by the Director in 
        consultation with the Secretary of Health and Human 
        Services.''.
    (b) Effective Date.--The amendment made by subsection (a) shall 
apply to bone mass measurements performed on or after such date as the 
Office of Personnel Management shall determine, except that such date 
shall in no event be earlier than July 1, 2001, nor later than January 
1, 2002.
