I agree with everything except the last inference that the absence of an
explicit banner will make people think it is alright to distribute the
information. First, we should assume that the default is that the users
of the net know better or have been educated to know better under the
primary basis for net security, individual responsibility. Second, not
everyone sees every digest so the cross-over effect seems unlikely.
Third, if the users are aware that information should NOT be distributed
as a default, then the presence of a banner will only serve to heighten
the idea that a given digest is especially confidential --- which I believe
some of the digests are, i.e. those dealing with the quality of computer
products, etc.
