Mayhaps Dave knows when DEC may release such a beast. [ Editor's note: David sent me the following further information. It probably doesn't help Steve very much, since he wants an Emacs-like editor without hassling about licensing (either Eunice, Unix Emacs, or DEC C. He's just a user on that system, not a system administrator). I have a tape in my office of an OLD version of EMACS that only uses the DEC supported runtime system for VAX-11 "C". They are supposed to send me a new version when it is ready. I don't know how hacked it is, since I haven't had time to look at it yet. I also don't know what the availability of this will be since you will have to get permission from Jim Gosling and DEC in order to run it.
