brradio: Moving towards ogg vorbis.

In this big chance to remodel our radio streaming, bitreich radio is
officially moving from mp3 to ogg/vorbis to fully support open codecs.
The radio is now using vorbis as of now.

Using vorbis gives us faster startup times on new connection and many
other features of vorbis streaming, better quality, lower decoding
resources and better support everywhere.

Please move your configuration for speaking, like for example in
darkice.cfg to vorbis. In darkice.cfg this would be:

	format = vorbis
