Thinking that the new constitutional text, even if it ends up
being of high quality and approved by a wide margin that endows
it with legitimacy, represents that project is also giving in to
magical thinking. Like the model in crisis, the new project is
also orphaned of moral economy. The most persistent legacy of
neoliberalism in Chile is the destruction of public goods.
Without widespread and socially transversal public goods, it is
practically impossible to articulate broad political coalitions
to negotiate the parameters of a new model.

way of example, the heartfelt demand for a more generous and
fair pension system clashes head-on with the preference, also by
the majority, for an individually funded system in which
everyone saves what they can. For its part, public education
carries the stigma of being the education of the poorest, even
when it offers, in many cases, equal or better quality than the
subsidized schools with which it competes at the local level.

The vast majority of those who can pay a minimum copayment
segregate their children from the poorest, which again
deteriorates a fundamental social public good. In short, not
only does the lack of actors with the capacity to sustain an
alternative model weigh, but also the inability to reconstitute
aethos that encourages the reconstruction of public goods around
which new social coalitions are progressively articulated to
sustain them.
