Yes you should be able to run anything you want. 

You'll need to have a sempahore event for  echomail.in|netmail.in  and just
put the name of the .bat file in the command. 

Alternately you can chain commands together commmand1|command2|command3 in
a normal semaphore event if they are simple enough rather than creating a .bat
file
