Subj : Filebone issues

Greetings All, 
A node of mine has indicated that he is not getting the files that he is subscribed to nodediff, nodelist and others.
I do see that he is subscribed to them, but he has indicated that they are not being sent. 
I have each of my nodes using the filebox feature within Mystic, but there are no files in these folders for each of my nodes. 
Should I use the filebox or turn it off? Is there a setting within mutil.ini or another ini file that I can look at to correct this issue of downlinks not the files that they have subscribed to within the filebone.
