Subj : Is Windows7 32bit the only 16 bit compatable doors setup?

I know Windows7 32 bit is compatible with all the old software, is it pretty 
much the newest Windows that is compatible with all the older doors?

I do suspect Linux with 32-bit & 64-bit might be as well, has that been tried?

Looking to setup an older games machine and looking at OS right now.
