It most definitely does have the tagline feature.

mystic -cfg > Configuration > New User Settings 2 > Taglines = On

... which is a default setting for new users.

mystic -cfg > Editors > User Editor 

... check to make sure you have it enabled for your user.

You also should be able to enable/disable it when logged into the BBS. Ah yes, found it:

When you're in the message editor, hit "/" on an empty line, then hit "T" for tagline settings.
