I hope that what he meant by that was "The state department will TRY to
allocate the funds, after hungry Americans are accounted for."

But I get the point, and that's great.

Yea that's ridiculous. And while we're paying all these middlemen, we have
no middleman who provides oversight of the funds, and Democrats love it.
