Yes, it's called Visual Basic Express and is available here:
http://www.microsoft.com/Express/VB

In fact, it's part of a line of "Express" versions of software development
packages from Microsoft, which are all free.  They have Visual C++ Express,
Visual C# Express, Visual Basic Express, etc.
