I double-checked my Synchronet configuration yesterday, and my DeveloperNet areas are statically set to 3000+ and my WEN areas were set to dynamic numbering. I just tried downloading a QWK packet from my BBS, and from my CONTROL.DAT, it says my DeveloperNet areas are 3000+ and my WEN areas are 9000+. So I'm not sure where you're seeing that my WEN areas are 3000+. I also haven't seen any indication of cross-posting between DeveloperNet and WEN on my BBS, which would often be the first noticeable sign of this kind of problem.
