Fascist is who adheres to Fascist ideology, which roughly means: a) Economy is socialized through syndicates or unions. b) Cultural homogeinity is enforced. c) "The best" person in the community for the job is the leader that oversees a) and b) and in fact if you check the internal conflict fascist wage against each other, a lot of them are related to a). Hence why modern Spanish fascists are split in two (pro Franco and anti-Franco, because the whole deal with vertical unions). As far as I know Trump is not advocating for establishing state-sponsored Unions, which immediately rules him out as a Fascist. Period.
