They're referring to apps that allow users to post text, images, videos, etc. IOW apps that can facilitate communication.

One of the "strict rules" that I was referring to is they require developers to create a button for users to click to report "abuse." And of course they have their own definition of that word itself.

If a developer is on board with everything that Google is on board with, then they'll have no problems.
