Move GPL v2 license to root as LICENSE file

- Move docs/gpl.txt to LICENSE at project root (standard location)
- Update docs/notes.txt to reference LICENSE
- Update web/developer/index.html to reference LICENSE
- Include LICENSE in game and devkit installer zip files
