Create dir_is_locked() and use in FTP server

to prevent remote modifications to a directory locked for maintenance

Create JS FileBase.lock() and unlock() methods for use by delfiles.js or other
maintenance scripts that perform lengthy maintenance operations on an open
filebase and we want other processes (e.g. the FTP server) to gracefully detect
this condition and prevent concurrent client-write access.
