xtrn: add CLAUDE.md with install-xtrn.ini guidance

Guidance for working in the xtrn/ tree: how install-xtrn.ini installers work
(root keys, section types, flow keys), the 16-char LEN_CODE limit (the
install-xtrn.js '8 chars' comment is stale), and '?<module>' cmd resolution
against startup_dir.
