syncduke: hide the Mouse Sensitivity option when the mouse is off

It was drawn greyed/locked when mouse steering is off; hide the row entirely
instead -- there's nothing to tune -- and enable the mouse via the MOUSE row
to reveal it. The hover-hint on that spot still points to Ctrl-O.
