picker: preserve filesystem roots during navigation

On Unix, dirwrap's _fullpath() collapses a path ending in /.. at the
filesystem root to an empty string. The picker returned that value from
join() and resolve(), after which list() treated it as the current
directory and jumped away from the root.

Centralize the picker's full-path normalization and restore / for that
Unix result. On Win32, translate an exact drive-root parent such as
C:\.. to the synthetic \\?\ root so the parent entry returns to the
drive list, matching the previous UIFC picker.
