because of nets existing in more than one zone... by stripping the seenbys, 
then duplicate net/node in different zones can get the message instead of not 
because they were already listed in the seenby lines... FE wasn't the only 
tosser doing this, either... there were numerous ones that did this but they 
may have offered it as a configuration option instead of hardcoded...

i don't believe so... AFAIK, FE doesn't reformat messages... i've never heard 
of it in all the years i ran FE...
