If you can use one of your static wired machines to create the microSD card 
(via usb card reader or whatever), then you should be able to get the base 
system up and running. Once you move the microSD card to the raspi, then you 
should be able to configure your networking first and foremost. After that, gcc 
and whatever else you need can be installed.

Basically the same, except different package managers. Both can be a very basic 
install and build from source on top of it.

It has come a long way, and finally when they get things in better condition 
than it was, they move to another one (wayland or whatever it is). I would 
rather not even bother, especially on any kind of server machine.
