I think it depends on the municipality.

It should be noted that this town in Canada hasn't
required COVID vaccination for a marriage license,
but rather, they require proof of vaccination to
enter the municipal building to get the license (or
do any other business).  This may seem like a
distinction without a difference, but it is actually
quite different.
