It means that the cost of cars that use those parts goes up.  Meaning fewer
people buy them, or smaller profit margin for GM.  That makes GM move those
plants back to the U.S.

Loss: Canada.  Gain: U.S.

And, yes, some companies have already started to do that.

You are correct.  But it will take much less time than "years".

Especially with Trump in power eliminating useless regulations.  And states
clamoring for those new jobs and factories.
