Add the salt, peppercorns, celery, onion, carrots, and bouillon/stock base. Bring to a boil, reduce the heat, cover, and simmer for 1 hour or until the meat falls from the bones, skimming the soup as necessary. Meanwhile, dust the tortilla strips with flour. Strain the stock to remove the vegetables, skin, and bones. Return the stock and meat to the pot. Bring the stock to a boil. Add the tortilla strips and boil for 5 minutes.
