Mince preserved winter melon, mix with last three ingredients. Pour over fish. Arrange sectioned green onion and sliced ginger on top. Place in rice cooker. Add 1 cup water in rice cooker and steam until switch turns off. Remove. Remove and discard green onion and ginger. Transfer fish to serving platter. Ready to serve.
