Cook the broccoli rabe until tender, about 5 minutes. Drain and coarsely chop. Set aside. Heat the olive oil or water in a large skillet over medium heat. Add the onion and garlic, cover, and cook until softened, about 5 minutes. Add the broccoli rabe and cook for 2 minutes, stirring to combine. Stir in the rice, chickpeas, salt, and pepper to taste.
