Add crumbled meat to pan and cook until no longer pink. Cheap pork links, meat removed from the casings, work well for me. Stir in rice, tomatoes, and stock. Add herbs and spices and bring to a boil. Cover and simmer over low heat 20 to 30 minutes. Meanwhile, cut peppers in half lengthwise and remove ribs and seeds. Cook in boiling water 5 minutes. Drain. Stuff peppers and arrange in large, shallow baking dish. Add 1/4 cup water or stock to pan, cover with foil and bake at 350?F for 30 minutes.
