They’re officially known as Eyebrowed Cloud-Supercilium and result from turbulence over mountain barriers, tending to form during strong winds, in the lee of steep terrain. On occasion, it seems, when a mountain wave flows over a line of ridges the wave may act to tumble over itself, creating these peculiar-shaped clouds.
