Some suggestions for other normal characters I've seen in posts from your tg-BBS, that are also being converted to "?"

U+2018 and U+2019: convert to ' (ASCII 39)
(especially U+2019, that is often used instead of the normal apostrophe)

U+201D and U+201C: convert to " (ASCII 34)
