one can just use the "touch" utility to set the date of the file in question to 
whatever they desire it to be set to if there are no changes... if there have 
been changes, touching the file's date and time stamp won't matter anyway...

granted, the tool should be able to handle this like the original tool, IIRC, 
did in the past...
