MakeNl does not "handle" UTF-8 or any other encoding scheme at all. All it has 
to do it just pass characters 128-254 "as is". MakNl does not interpret what is 
in the fields for the system name, the location or the name of the sysop. So 
makenl is oblivious for what character encoding scheme is used if and when 8 
bit characters are allowed. It just has to pass them on.

All that is needed is ONE switch. "Allow 8 bit characters to pass 'as is'"
