(I think something else as well). The employer has to give a solid, valid reason otherwise. The only exceptions are natural disasters or some some sort of other emergency where the employee is physically unable to be on the jury, vote, etc. IOW someone can't say they can't serve/vote because the boss wouldn't give them time off.
