Yes, utilities do seem to be very "good" about passing along the taxes and charges, pro-rated, to their customers... and I think that legally they have to be upfront about it, itemizing as on your bill... An example of the smaller places that I was particularly thinking about was a small restaurant, owned and run by a couple... I do use my card there, but when I have the cash on hand, I'll pay in cash, since they really are running on a shoestring, and can't really afford the fees the cards charge them...
