  That's what I've been told as well.  But probably collusion between the
insurance and electric companies.  :)
  I provide security for several university med school related buildings. 
There is someone there 24/7/365.  About 90 per cent of the time we are just
there.  No real duties, other than warm a chair.  Even when they are open
for business someone is there.
