I seem to recall reading they have to be fully charged before they can be removed from the charging rack. Years ago the campus cops used electric club carts (like tiny pickups with a cab and bed) around campus, for patrol, etc. They liked it since quiet and no one knew they were coming, could get into places a car couldn't, etc, When they brought them back to the station they were to plug them in to charge but never did. So the next person who used it might not have a full charge. And yes, there were times they just stopped and left for someone else to get it and charge it up. Parking had a gas golf cart which they would use and run out the gas. Of course they all denied knowing anything about it, never used it, etc. It reached the point if it were running on fumes on Friday it wasn't filled. Eventually after a parking garage was built and had a sizable store room it was locked in there over nig I recall one time the cops had broken up a fight and cuffed the offenders to their carts till they could be hauled off.
