At one time, yes, there were "pay BBSes" and selling credits (in turns used for downloading files or playing games) was one way for sysops to charge for the use of their systems.

Yup, that was another option: Call a special number (900/976 numbers in the US) just to add credits to your user account. I don't think that feature got much if any real use, but it was pretty simple to implement, so we had that too.
