Best bet would be a caching layer in front of IPFS on the local BBS... https://ipfs.io/ Indexes and updates could be "published" through a coordination server via a regular web interface, and BBSes could download/cache subscribed directories. As to FTP, I think that being able to deliver over HTTP/HTTPS is far less problematic for users at this point. Many terminals even support opening links which would make it even easier for telnet/ssh users. If the system is open-source, then different "networks" could be run by different individuals, even backup/clone of the first to do it, which could "take over" if a given host/network goes down. -- Michael J.
