Perhaps you're still using the legacy/Runemaster web UI? Switch to ecWebv4 instead: http://wiki.synchro.net/config:webv4

No, there's nothing you need to download.

There in the xtrn/* directories still and can be setup by using the "Auto-install New External Programs" menu option from the External Programs->Operator section.

Sounds like your text.dat is out of date then. That file is included in the sbbs-run nightly archives.
