Your tosser (sbbsecho), actually looks inside the packet and uses the INTL instead of using the address in the packet message header? Not quite sure if that is right or wrong, but that's the behaviour? (In this case, the INTL kludge has the correct destination (as it always would right?) but the packed message header has a different destination.)
