That sounds like correct behavior to me. The new file date/time is set during logon (by sbbs) only. The user normally has the option to adjust it (the &P command in the default shell). i.e. in Synchronet (like WWIV before it), if you perform successive "new file scans" during the same "call" (logon), you'll see the same new files (unless any new files were uploaded during the call, and then you'd see them too).
