They're not considered dupes, because one of the messages are altered so bad you don't even realize it's a dupe until you read the actual content of the message. If you care to check, these two MSGIDs are, in fact, the same message, but the second one was altered so much it would never be detected as a dupe:

@MSGID: 54037.sync@1:103/705 2c5fc8df
@ExportedFrom: VERT sync 54037

@MSGID: 54040.sync@1:103/705 2c5ffe22
@ExportedFrom: VERT sync 54040

As you can see, there are /a lot/ of differences between the two, but the original content remains.
