The reason the Titanic didn't have enough lifeboats is that the design, which allowed for two rows of lifeboats, was deemed too 'cluttered', so the number was cut in half.. The ship The Leyland Liner Californian ignored visible rocket flares and radio messages and the captain went back to sleep and made no effort to rescue survivors until 6 AM, 3 1/2 hours after the ship sank..
