Keeping in mind I reside in Central Ontario Canada,

When is the best (right) time to start growing vegtables from seed inside. I 
usually just buy my already growing veggies in the spring and just plant them.

I have a nice southern exposure table in the sun, within my computer room that 
would work nice, but WHEN??
