That is what Google's Gemini AI thinks it is -- atomic motion is stopped.  
That is roughly how I remember learning it.  Wikipedia also adds that it
is the temperature where the volume or pressure of a gas becomes zero.
 
It sounds like it involves theoretical physics, something I certainly know 
little about beyond what I might have picked up watching "The Big Bang
Theory."  ;)
