OTTOMH I don't recall the NH regulation (where I learned to drive) but probably similar. One semi-quirky part of the law was one could only pass on the left (which makes sense) and it was illegal for the driver in a passing lane to not allow the driver behind him to not pass. While may be an inconvenience to have to reply on others for transportion, get items delivered, etc., it's much more of an inconvenience to be in an accident, be killed, or kill someone.
